CHENNAI: The Madras high
court has frowned on mechanical return of registered letters as
"unclaimed" by postmen, and said that in case they could not be
delivered, proper reasons must be given.
Justice S Tamilvanan, underscoring the importance of a registered post
in litigations and other matters, said that when people pay a fee and
affix sufficient postal stamp, the postal authorities or postmen must
discharge their duties in a responsible manner. The postman should make
it clear as to whether the registered letter was served on the addressee
or refused by the addressee or no addressee was found in the given
address, the judge said.
Passing orders on a matrimonial litigation, wherein a Chennai-based
woman wanted her divorce proceedings to be transferred from a Puducherry
court to a Chennai court, the judge said the woman's notice sent by
registered post had been returned undelivered with a simple endorsement
"unclaimed." Slamming the practice, Justice Tamilvanan said the court was of the view that the reason for the non-delivery of the notice had not been properly explained to the person who sent it.
"The endorsement 'not claimed' is required to be made in a responsible
manner by the postman or the official of the postal department, so as to
convey proper reason and to bring out the fact as to under what
circumstances the registered letter could not be served on the addressee
by the postman," the judge said.
In case the registered letter is delivered to a person other than the
addressee, the postman must obtain clear endorsement and explain the
relationship of the signatory who received the letter on behalf of the
addressee, Justice Tamilvanan said.
Return of registered letters with a comment "unclaimed" or with some
other improper endorsement would cause inconvenience to the general public and
the person seeking justice through court of law, the judge said,
adding: "Service of notice by registered post plays a vital role in
deciding several cases."
He then directed the chief post-master general of Tamil Nadu to give suitable instructions to all postal department officials to follow the guidelines laid down by the court in this case.

Another woman’s world opens
Kerala first All-women Post Office opens at PMG Junction in the capital
After the Police Department, the Postal sector in the State is now ready with its all-woman brigade.
At
PMG Junction in the capital city, Kerala’s first all-women post office
has opened its doors to the public. Its four employees, from the post
master to the helper, are women. The post office will only be officially
be inaugurated on Friday, but it has already caught the public eye,
with its staff — post master S. Shanthi, postal clerk R. Manju, stamp
vendor C. Chandrika, and helper Latha Kumari — gaining star status among
the customers. Congratulatory messages and sweet packets are pouring
into the post office, and so are best wishes notes, the staff members
say.
“We
are overwhelmed by the response from the customers who always have a
word of encouragement for us. We understand that they also expect us to
be more service oriented and hope to gain more loyal customers through
our service”, explains Ms. Shanthi, who has been in the postal service
for 31 years.
The
post office is part of a national initiative to set up all-women post
offices to empower women and encourage gender equality in various
sectors. The first such office was inaugurated at Shashtri Bhavan in
Delhi on March 8, International Women’s day. Since then similar post
offices were started in Maharashtra, Tamil Nadu, Karnataka, West Bengal,
Andhra Pradesh, Punjab, and Uttar Pradesh.
Senior
Superintendent, Thiruvananthapuram (North Division), A. Remadevi says
the all-women post offices will have all the facilities available in
regular post offices.

மற்றும் மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சியின் சார்பில் நானும்
(டி.கே.ரங்கராஜன்) கலந்து கொண்டோம். பல கேள்வி பதில்களுக்கு இடையே பாலிமர்
கண்ணன் என்எல்சி பங்கு விற்பனை குறித்து எச்.ராஜாவையும் திரு.
கோபண்ணாவையும் விளக்கம் கேட்டார். இரண்டு பேருமே இந்த பங்கு விற்பனை
மிகவும் நியாயமானது என்றும் தங்கள் கட்சியின் நிலை பொதுத்துறை பங்கு களை
தனியாருக்கு விற்பனை செய்வது தான் என்றும் எடுத்துக் கூறினர். அதற்கு
தேவையான விளக்கங்களும் அளித் தனர். பிறகு என்னை நோக்கி உங்கள் கருத்து என்ன
என்று கேட்டபோது காங்கிரசும் பிஜேபி-யும் ஒரே பொரு ளாதாரக் கொள்கையை
கொண்டவை.
நாட்டின் செல்வத்தை தனியாருக்கு, அந் நியருக்கு தாரை வார்த்துக்
கொடுப்பதில் இவர்களுக்கு எந்த தயக்கமும் கிடை யாது என்று மார்க்சிஸ்ட்
கம்யூனிஸ்ட் கட்சி தொடர்ந்து கூறி வருகிறது. இப் போது திரு. கோபண்ணா,
எச்.ராஜா ஆகி யோர் தெரிவித்த கருத்தின் மூலம் காங் கிரஸ், பிஜேபி ஆகிய
இரண்டு கட்சி களும் ஒத்த கருத்துடைய சகோதரர்கள் தான் என்று
நிரூபித்துவிட்டார்கள்.இரு கட்சிகளும் வேறு பெயர்களில் இருந்தாலும்
பொருளாதாரக் கொள்கை யில் ஒரே சிந்தனையில் தான் காங்கிரசும் பிஜேபி-யும்
செயல்படுகிறது என்று அந்த உரையாடல் தெளிவாக நிரூபித்து விட்டது.
தொலைக்காட்சியைப் பார்த்த வர்களுக்கு இவர்களைப் பற்றி புரிவதற்கு ஒரு நல்ல
வாய்ப்பை உருவாக்கிக் கொடுத்துள்ளார்கள். மார்க்சிஸ்ட் கம்யூ னிஸ்ட் கட்சி,

பங்கு விற்பனையை எதிர்க்கிறார். அப் படியே விற்க வேண்டுமென்று சொன் னால் 5
சதவிகித பங்கை தமிழகத்தி லுள்ள பொதுத்துறை வாங்கும் என்று அறிவித்தார்.
அண்ணா திராவிட முன் னேற்ற கழகம் மக்களைத் திரட்டி ஆர்ப் பாட்டம்
நடத்தியுள்ளது. திராவிட முன் னேற்ற கழகமும் பங்கு விற்பனையை எதிர்த்து
குரல் கொடுத்துள்ளது. மார்க் சிஸ்ட் கம்யூனிஸ்ட் கட்சி உட்பட அனைத்து
இடதுசாரிக் கட்சிகளும் துவக்கத்திலிருந்தே மத்திய சர்க்காரின் கொள்கையை
எதிர்த்து போராடிக் கொண்டிருக்கிறது.இந்த நிலையை சமாளிக்க தமிழக அரசின்
வேண்டுகோளை மத்திய அரசு பரிசீலிப்பதாக நிதியமைச்சர் ப.சிதம்பரம்
அறிவித்திருக்கிறார். இந்த அறிவிப்பு களை எல்லாம் காங்கிரஸ், பிஜேபி
கருத்துக்களுடைய தொழிற்சங்கங்கள் சரியாகவே புறக்கணித்து வேலை நிறுத் தத்
தயாரிப்பில் மும்முரமாக இருந்து வேலை நிறுத்தத்தில் 3 ஆம் தேதி யிலிருந்து
இறங்கியிருப்பது பாராட்டத் தக்கது.
மாநில அரசும் மத்திய அரசும் இப்படி ஒரு நிலையை எடுத்து அறிவித்த பின்
மத்திய அரசின் கீழ் இயங்கும் என்எல்சி நிர்வாகம் சென்னை உயர்நீதிமன்றத்தை
அணுகி வேலை நிறுத்தத்திற்கு இடைக் காலத் தடை பெற்றுள்ளது அதிர்ச்சி
அளிக்கக்கூடிய ஒன்றாகும். நிதியமைச் சர் வார்த்தைக்கு என்எல்சி நிர்வாகம்
கொடுத்திருக்கக் கூடிய மரியாதையை இது வெளிப்படுத்துகிறது.நிர்வாகம்
உயர்நீதிமன்றத்தில் தாக் கல் செய்துள்ள மனுவில், 1) 5 சதவிகித பங்குகளை தனி

பங்கு களை விற்பது என்பது மத்திய அரசு எடுத்திருக்கக் கூடிய முடிவு.2) வேலை
நிறுத்தத்திற்கு முறை யான நோட்டீஸ் இல்லை.3) போராட்டத்தில் ஈடுபடுவோர்
இந்தப் போராட்டம் குறித்து துண்டு பிர சுரங்கள் வழங்கி வாயிற்பகுதி கூட்டங்
களை நடத்தி வருகின்றனர். இதனால், பதற்றமான சூழ்நிலை ஏற்பட்டுள்ளது. இந்தப்
போராட்டம் நடந்தால் மக்களுக்கு நட்டம் ஏற்படும் என்ற என்எல்சி முறை
யீட்டின் மீது நீதிமன்றம்,“ ஒட்டுமொத்த நிலவரத்தையும் கணக்கில் கொண்டு
பிரச்சனை தொடர் பான பேச்சுவார்த்தை முடியும் வரை, 3 ஆம் தேதி
நள்ளிரவிலிருந்தோ அல்லது அதற்குப் பிறகோ காலவரையற்ற வேலை நிறுத்தம்
நடத்துவதற்கு 17 தொழிற் சங்கங்களுக்கும் தடை விதிக்கிறோம் என்றும், இந்த
நிர்வாகத்தின் முறையீட் டின் மீது 17 தொழிற்சங்கங்களும் பதி லளிக்க
வேண்டுமென்றும் உயர்நீதிமன் றம் நோட்டீஸ் அனுப்பியுள்ளது.“ இதன் பொருள்
என்னவென்றால் வேலைநிறுத் தம் கூடாது. எங்கள் விருப்பப்படி பொதுத்துறை
பங்குகளை தனியாருக்கு விற்போம்.
நிர்வாகத்தின் பங்காளியாக உழைப்பைக் கொடுக்கக் கூடிய தொழி லாளர்கள்
தொழிற்சங்கங்களின் கருத் தை ஏற்றுக் கொள்ள வேண்டிய அவசிய மில்லை. உற்பத்தி,
உற்பத்தித் திறன் இவைகள் குறித்து நிர்வாகத்தினுடைய செயல்பாடுகள் குறித்து
லாப நட்டங்கள் குறித்து தொழிற்சங்கங்களுடைய கருத் தை நாங்கள் ஏற்றுக்
கொள்ளமாட்டோம் என்பதுதான். மக்கள் நலனைப் பற்றி கவலைப்படக் கூடிய உரிமை
தொழிற் சங்கங்களுக்கு கிடையாது என்பதாகும்.இந்தப் பின்னணியில் நீதிமன்ற உத்
தரவிற்குப் பின்னரும் வேலைநிறுத் தத்தை தொடர்வது என்று 17 தொழிற்
சங்கங்கள் எடுத்த முடிவு பாராட்டத் தகுந்தாகும். வரலாற்றின் பொன்னெழுத்
துக்களால் பொறிக்கப்பட வேண்டிய ஒன்றாகும்.என்எல்சி தொழிலாளர்கள், அதிகாரி
கள், தேசபக்த சிந்தனையுடன் செயல் படுகிறார்கள். என்எல்சி தொழிலா ளர்கள் 17

தேசத்தின் சொத்துக் களை அந்நிய-இந்திய பெரு முதலாளி களுக்கு தாரை
வார்க்கும் கொள்கையை கைவிடக் கோரி தமிழ் மக்கள் சார்பாக தொடுக்கும்
வர்க்கப் போராட்டமாக இந்த வேலைநிறுத்தப் போராட்டம் அமைந் துள்ளது.இந்த
வேலைநிறுத்தம் வெற்றிபெற மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சி வாழ்த்து கிறது.
