Sub: -  Unjustified delay in publishing the GDS Committee Report - Serving notice for commencement of indefinite hunger fast in front of Dak Bhawan from 18.01.2017 – regarding.

Sir,

            We regret to note that inspite of the categorical assurance given by Secretary, Department of Posts to this Federation, the Report of the GDS Committee headed by Shri Kamalesh Chandra, Retired Postal Board Member, Submitted on 24.11.2017 is not yet published by the Department. We suspect some foul play behind this unjustified delay.

            Earlier GDS Committee reports were published on the same day of submission to Department. Even the 7^th Pay Commission Report was published in the Government of India website, within seconds after its submission to union Finance Minister. GDS Committee report is not a secret or confidential report. We are at a loss to understand why the department is not publishing it, even after a lapse of one and a half months after the date of submission. It seems that the Department is not ready to respect the sentiments of about three lakhs GraminDakSevaks who are the real backbone of the Postal Department. We also suspect that there is a calculated move on the part of the Postal Board to belittle the credibility of the Union/Federation leadership among the employees. We cannot allow such a situation to continue anymore. The whole hearted cooperation and commitment extended by the Postal employees and this Federation for improving the productivity and efficiency of the Postal Services cannot be misunderstood. We are forced to reconsider our stand and to come out openly against this indifferent and negative attitude of the Postal Board.

            We hereby give notice to you that as a mark of our strong protest against the unjustified and inordinate delay in publishing the GDS Committee Report, the Secretary General NFPE and the General Secretaries office bearers of affiliated Unions/Associations shall commence INDEFINITE HUNGER FAST in front of Dak Bhawan from 18^th January 2017. We further like to make it clear that if the department fail to publish the report forthwith, we will be compelled to resort to higher form of Trade Union action including stoppage of work without any further notice.

            We hope that good sense will prevail upon the Postal Board and immediate necessary action will be taken, before the situation goes from bad to worse.

MOST UNKINDEST CUT OF ALL . PENSIONER'S OPTION - 1 MERCILESSLY REJECTED

 It is learnt that the Committee chaired by Secretary (Pension) has NOT recommended the Option Number - 1 recommended by 7th Central Pay Commission for fixation of pension of pre -2016 Pensioners. Instead it has recommended  extension of the benefit of pension determination recommended by 5th CPC ie ; arriving at notional pay in 7th CPC by applying formula for pay revision for serving employees in each Pay Commission revision and consequent pension fixation. Now the Implementation Cell of 7th CPC is studying the recommendations of Pension Committee for processing for submission for approval of Cabinet. Thus , the one and the only favourable recommendation of 7th CPC ie; the real parity in Pension which is also approved by Cabinet with a rider "subject to feasibility" is going to be mercilessly rejected by Government , inspite of repeated requests and demands from NJCA, Confederation and Pensioners Associations .

போராட்ட களம் புகுவீர் ! ஊழியர்களை சங்க வேறுபாடு இன்றி ஓரணியில் திரட்டுவீர் ! தொழிலாளர் உரிமை வெல்லட்டும் ! அடக்குமுறை எண்ணங்கள் நொறுங்கட்டும் ! சுதந்திர கீதம் முழங்கட்டும்!

அன்புத் தோழர்களே ! தோழியர்களே !

கடந்த 2012 ஆம் ஆண்டு தமிழகம் வருகை புரிந்த பாராளுமன்ற நிலைக் குழுவுக்கு அளித்த எழுத்து பூர்வமான  ஒப்புதலை மீறி , இருக்கும் ஊழியர்களை வைத்தே எல்லா ஞாயிறு மற்றும் பண்டிகை விடுமுறை தினங்களிலும், பன்னாட்டு கம்பெனிகளின் பொருட்களை பட்டுவாடா செய்திடவும் , விரைவுத் தபால்களை பட்டுவாடா  செய்திடவும் இலாக்கா உத்திரவிட்டு,நாடு முழுவதும் கடந்த 23.10.2016 உடன் தொடர்ந்து ஐந்தாவது விடுமுறை தினமாக இந்த பட்டுவாடா நிகழ்வு தொடர்கிறது. இதனை தமிழக அஞ்சல் மூன்று சங்கம் தொடர்ந்து எதிர்த்து வருவது உங்களுக்குத் தெரியும். முதல் எதிர்ப்பை பதிவு செய்ததும் உங்களுக்குத் தெரியும்.

ஏற்கனவே கடந்த 13.10.2016 இல் தெளிவான கடிதத்தை நம்முடைய CPMG க்கு அளித்துப் பேசினோம் , இது இலாக்கா உத்திரவு என்று மாநில நிர்வாகம் கூறியதால் , உடன் நம்முடைய சம்மேளன மாபொதுச் செயலருக்கு இந்தப் பிரச்சினையைக் கொண்டு சென்றோம். அவரும் இலாகாவுக்கு கடிதம் எழுதியுள்ளார்.

இருப்பினும் பிரச்சினை தீரவில்லை. பன்னாட்டு கம்பெனிகளில் கூட அங்கு பணிபுரியும் ஊழியர்களுக்கு  சனி , ஞாயிறு விடுமுறை அளிக்கப்படுகிறது. கூரியர் நிறுவனங்கள் கூட  அமேசான், நாப்தால் பொருட்களை ஞாயிறு மற்றும் பண்டிகை தினங்களில் பட்டுவாடா செய்வதில்லை . அங்கெல்லாம் தொழிலாளர் நலச்  சட்டங்களுக்கு மதிப்பளித்து வார விடுமுறை அளிக்கிறார்கள்.

ஆனால் MODEL EMPLOYER என்று அரசியல் அமைப்புச் சட்டத்தில் சொல்லப்படும் மத்திய அரசுத் துறையான அஞ்சல் துறை அதிகாரிகள், தன்னுடைய இலாகாவில் பணி  புரியும் ஊழியர்களை கொத்தடிமையாக நினைத்து  வார விடுமுறை மற்றும் பண்டிகை தினங்களில் பணிக்கு வரச்சொல்லி  உத்திரவு இடுகிறார்கள். கேட்டால் ரயில்வே துறையில் 24 மணிநேர  பணி  செய்யவில்லையா ? அங்கெல்லாம் ஞாயிறு விடுமுறை விடப்படுகிறதா என்று விபரம் தெரியாமல் சில கீழ்மட்ட அதிகாரிகளும் கேட்கிறார்கள்.

ரயில்வேயில் பணி  புரியும் ஊழியர்களின்  பணித்தன்மை , அங்குள்ள ஊழியர் எண்ணிக்கை, அவர்கள்  ஒரு நாள் பணி  செய்தால் ஒன்று விட்டு  மறுநாள் அவர்கள் பணிக்கு வந்தால் போதும் என்ற விபரமெல்லாம் கூட அவர்களுக்குத் தெரியவில்லை.

இங்கேயும், மூன்று மடங்கு ஊழியர்கள் பணி  நியமனம் செய்யப்பட்டு, அவர்களுக்கு  24 X 7 பணிக்கான அனைத்து சலுகைகளும் வழங்கப்பட்டு, பணி நியமன  சட்டத்தில் 3 X 8 தன்மை உண்டு என்று சட்ட ரீதியாக அறிவிக்கப்பட்டு ஆளெடுக்கப்பட்டால்  இதனை தாராளமாக இங்கு அமல்படுத்தலாம்.

3 SHIFT களில் ஊழியர்களை பணிக்கு கொண்டு வரலாம். இதுவெல்லாம் தெரியாமல், 'சட்டிக்குள்  பானையை கழுவுவது போல'  இருக்கும் குறைந்த மனித சக்தியை 365 நாட்களுக்கும் பயன்படுத்த வேண்டும் என்று எண்ணுவது முற்றிலும்  மனித உரிமை மீறலாகும். அல்லது எதேச்சாதிகாரமாகும்.

இது குறித்து நமது மாநிலச்  சங்கம் அளித்த கடிதத்தின் உண்மையை ஏற்றுக் கொண்ட நமது CPMG  அவர்கள், MEMBER ( O ) விற்கு நேரடிக் கடிதம் எழுதி அத்துடன்  பாராளுமன்ற நிலைக்கு குழுவுக்கு இலாக்கா அளித்த பதிலின் நகலையும் இணைத்து , முடிவை மறுபரிசீலனை செய்திடலாம் என்று பரிந்துரைத்துள்ளதாக  நம்முடைய மாநிலச் செயலரிடம்  PMG  MM அவர்கள் இன்று தெரிவித்தார்கள்.

மேலும் இது இலாக்கா முதல்வரால் அளிக்கப்பட்ட உத்திரவு என்பதால், ஒட்டுமொத்தமாக தங்களால் இதனை ரத்து செய்திட இயலாது எனவும் , CPMG அவர்களுடன் கலந்து பேசி எதிர்வரும் தீபாவளி பண்டிகை தினங்களுக்கு மட்டும் தமிழகத்தில் இதனை ரத்து செய்திட பரிசீலிக்கிறோம் என்ற உறுதியை அளித்துள்ளார்கள் .

CPMG  அவர்கள் கேரளா அஞ்சல் வட்ட பொறுப்பும் ஏற்றுள்ளதால் அவர் எதிர்வரும் 27.10.2016 மாலைக்கு பிறகுதான் வர இயலும் எனவும், எனவே எதிர்வரும் 28.10.16 அன்று காலை அவரை சந்திக்கலாம் என்றும் தெரிவித்தார்கள். மேலும் உடன் இது குறித்து பேசிட PMG ,MM  மற்றும் DPS, HQ ஆகிய இருவரையும்  CPMG  அவர்கள் பணித்துள்ளதால், நாளை 26.10.2016 காலை 10.30 மணிக்கு PJCA  பிரதிநிதிகளை அழைத்துள்ளார்கள். இதில் தீபாவளி பட்டுவாடா நிறுத்தம்  குறித்து முடிவு அறிவிக்கப்படும். இதனிடையே, தென்மண்டல மற்றும் கோவை மண்டல பொறுப்பேற்றுள்ள PMG அவர்கள் தன்னுடைய மண்டலங்களில் தீபாவளி பட்டுவாடாவை  நிறுத்திட உத்திரவை அளித்துள்ளார்கள். அவர்களுக்கு நம் நன்றி .

மேலும் இது குறித்து இன்று இரண்டுமுறை நம்முடைய சம்மேளன மாபொதுச் செயலருக்கு நம்முடைய மாநிலச் செயலர்  தகவல்களைத் தெரிவித்து தமிழகத்தில்  PJCA  போராட்ட களம்  அமைந்துள்ளதால் உடன் அஞ்சல் வாரிய உறுப்பினர் ( O ) அவர்களை சந்தித்து முடிவு காண வேண்டியுள்ளார். அவரும் உடன் சந்தித்து பிரச்சினையை பேசுவதாக நம்முடைய மாநிலச் செயலருக்கு உறுதி அளித்துள்ளார்.

எப்படி இருப்பினும், எந்தக் காரணம் கொண்டும் இது போன்ற கொடுமைகளை  நாம் அனுமதிக்க முடியாது. எனவே நாளைய போராட்டத்தின் வீச்சு , ஊழியர்களின் ஒட்டுமொத்த எதிர்ப்பு உணர்வை அஞ்சல் நிர்வாகத்திற்கு உணர்த்திட வேண்டும். அந்த வகையில் போராட்டத்தை அனைத்து பகுதிகளிலும்   சிறக்கச் செய்யுமாறு வேண்டுகிறோம்.

நம்முடைய கோரிக்கை எல்லாம் தீபாவளி பண்டிகைக்கானது மட்டுமல்ல. இந்த தொழிலாளர் விரோத உத்திரவு ஒட்டு மொத்தமாக ரத்து செய்யப்பட வேண்டியதே  ஆகும்.

எனவே  போராட்ட களம்  புகுவீர் !
ஊழியர்களை சங்க வேறுபாடு  இன்றி ஓரணியில் திரட்டுவீர் !
தொழிலாளர் உரிமை வெல்லட்டும் !
அடக்குமுறை எண்ணங்கள்  நொறுங்கட்டும் !
சுதந்திர கீதம்  முழங்கட்டும்!
