We, the Postal employees, have a proud and inspiring history of participating in the freedom struggle of our country against the British imperialism and in the post-independent India against the onslaughts of the retrograde policies of the Government of India. Many of our leaders and comrades have sacrificed their life for the cause of the coming generation. Job security, wages, pension and other service benefits are all the outcome of the struggle and sacrifice of hundreds and thousands of such comrades. They faced dismissal, removal, suspension, increment cut, transfer to remote places, break-in-service and other severe victimisations. Dies-non was not at all a punishment for them. They never complained about wage-cut due to dies-non. Not even a single benefit was given by the Government without struggle and consequent heavy victimisations. 1st to 6th Pay Commissions were appointed by the Government only after the united struggle of the employees, each time.
Now we are facing a very crucial and critical situation. The ill-effects of the neo-liberal economic policies of the Central Government has become the greatest threat to the survival of the entire working class, especially Central Government employees including five and a half lakhs Postal, R M S and Gramin Dak Sevaks. The question before us is -Are we able to protect our job security and hard-earned benefits? Are we ready to fight or are we going to surrender before this attack? The answer is - No. We are not going to surrender. We will continue our fight till the imperialist globalisation policies are thrown to winds, just as we have thrown the British imperialism out of our country. We are not alone, crores and crores of workers and employees are with us in this fight. We are ready for sacrifice. We are not going to run away from our responsibilities. We shall face the challenge and continue our fight to change the system in our favour. Ultimate victory will be ours.
It is this uncompromising spirit and the readiness for sacrifice, that made National Federation of Postal Employees (NFPE) to join the two-days historic strike of the working class on 2013 February 20, 21. The strike is being organised by the entire trade unions including INTUC, BMS and the left trade unions. In the Postal, the strike is organised by Central JCA, including NFPE and the INTUC affiliated FNPO. This is the first time in the history of India a cent per cent united strike of 48 hours by all the Unions and Federtions is taking place. More than ten crores workers will participate in the strike. The working class of India, in one voice, demand the UPA Government to change the imperialist globalisation policies.
Central Government employees are the first victims of the neo-liberal economic policies pursued by the Central Government from 1991 onwards. During the last twenty years about eight lakhs posts are abolished. Still five lakhs posts are lying vacant in various departments. Many departments are closed or privatised. More and more casual and contract workers are engaged. Social security schemes, including statutory Pension scheme are given a go-bye. Instead, share market oriented contributory Pension scheme is introduced. Three lakhs Gramin Dak Sevaks of the Postal department are denied of their legitimate rights. Casual, Part-time, contingent employees are not given their due wage revision. Even compassionate appointments are denied imposing arbitrary restrictions. Bonus ceiling not raised. Further the Government has declared the National Postal Policy 2012 which is nothing but a road-map to privatisation of Postal Services by granting licences to the multi-national courier services.
The demand for appointment of 7th Pay Commission is not yet accepted, inspite of the thundering success of the 12th December 2012 strike organised by Confederation of Central Govt. Employees & Workers. As an impact of the strike, all the Central Trade Unions have submitted a memorandum to the Finance Minister to announce constitution of 7th CPC in the February 2013 budget itself. Still the Government is silent on Pay Commission and merger of 50% DA. February 20, 21 strike is a continuation of 12th December strike.
The steep rise in prices of essential commodities, disbanding of the public distribution system, deregulation of petrol and diesel prices , disinvestment of public sector, rise in unemployment, shrinking of employment opportunities, proposed move to amend the labour laws in favour of the employers, attack on social security, denial of assured pension for all, introduction of contract and casual labour system in all sectors, denial of minimum wage of Rs.10,000/- to industrial workers, refusal to remove bonus and PF ceilings etc. are all due to this neo-liberal economic policies.
The attack is all round. To save the Postal, to save the Central Govt. departments, to save the public sector, to save the common people and workers of our country including Postal employees the only way out is to fight back these policies. Let us wholeheartedly join this struggle and make it a historic success.

official to officiate as Postman.
Therefore, it is requested to

The
above cited memo may kindly be referred to. It is seen from ‘number of posts
likely to be filled up’ column, that seven PA posts and one APM(LSG) post would
be left vacant. This will pose much
hindrance to the smooth functioning of the office. It is requested to kindly consider
the following:
1. APM (Accounts)-HSG II post is already vacant.
2. There are 12 postman and a GDS MD in delivery branch,
after re-mapping of delivery area of Namakkal town.
3. Number of RL/Speed/eMOs received are huge.
4. Large number of VP artciles are received.
5. Namakkal HPO is a Project Arrow and CBS office where
so many extra works have already been prescribed. Supervisor has to watch
delivery performance of the delivery staff, and also MO/eMO paid branch works
including of MO Issue and MO Paid returns.
6. The APM delivery has to be maintained the stock of MO
Pads, AA receipt book, MO/RL/Parcel/TRC(Eng 8& Eng 9) receipt books,
Treasury Passbook and remittance books.
7. Registration delivery and MO paid branches are managed
by outsiders. The only PA official working in delivery branch is Shri.
M.Thirunavukkarasu, who is facing
disciplinary action.
8. Two PA officials who can not be posted to sensitive
branches as they are facing disciplinary action have been working in this
office.
9. One official is on deputation always.
Therefore,
it is requested to kindly fill up APM Delivery (LSG) post and post atleast 02
PAs, in the Rotational transfer.

The Rotational transfer for the year 2013 is due in March 2013. The officials
those who have joined their present office on or before 30.09.2009 are due to be
rotated during March 2013. A list showing the names of the officials who are
completing the tenure and due for rotation is shown in Annexure-I. A list
showing details of vacant posts likely to be filled up is furnished in
Annexure-III.
2.
All the officials who are completing tenure will please intimate three to
five offices/ posts of their choice in the order of preference to which they
would like to be posted.
3.
Posting of officials will be considered on seniority cum suitability. Posts in
the SB branch will be filled up by those officials who have qualified in SB
aptitude test, to the extent possible.
4.
Where requests from officials for posting for a particular station are pending
for a long time for one reason or other, their requests will be considered by
transferring officials from the particular station who have been staying for a
long time in that station to accommodate the officials whose requests are
pending, in accordance with DG’s instructions.
5.
The officials are also informed that if they are transferred to any post office
in the vicinity (within a reasonable distance of their choice) their requests
will be treated as having been granted and they will have no further claim to
have another transfer to the place of his/her original choice. Those who have
already applied for a particular office or post are again required to apply in
response to this circular.
6.
If any omissions/mistakes in the particulars in the Annexure are noticed, it may
be brought to the notice of this office immediately before
31.01.2013.
7.
Heads of office will please circulate this to all officials under their office
including those who are on leave, deputation, training etc under
acquittance.
8.
Letters of willingness should be forwarded so as to reach this office on or
before 31.01.2013. If no request is received from the tenure
completed officials, it will be presumed that the official is willing to join
any posts/offices. Any requests after the last date will not be
entertained.
9.
Those who seek extension of tenure may forward their representations addressed
to the Postmaster General, Western Region (TN), Coimbatore 641002 in duplicate,
so as to reach this office on or before 31.01.2013. They should
also have given their request indicating places of choice for Rotational
Transfer 2013 separately. This has to be furnished invariably to meet the
situation, if the extension of tenure is not considered for any
reason.
10.
The officials are informed that their requests will be considered to the extent
possible. But it can not be guaranteed that an official will be transferred to
any one of the office/ post of his/her choice only. He/ She can be transferred
to any other office/ post also in the interest of service according to the
exigencies of service.
11.
For computerised offices and Divisional office, officials with adequate
knowledge in operation of computer/typing will be given preference. Officials
who have not completed tenure also can send their requests and it will be
considered to the extent possible, without TA/TP. However this cannot be claimed
as a matter of right if their requests are not
considered.
12.
It is informed that as per Directorate order No.8-4/2005-INV dated 05.12.2012,
in respect of single handed and double handed post offices, who had earlier
served in the single/double handed office to be posted back to the same office
or other single and double handed office in the Division, will be considered by
the Divisional Heads subject to the following
conditions:
i)
The Divisional Heads will satisfy himself/herself about the antecedents and
character of the officials for whom the proviso are being
relaxed.
ii)
No official will be posted back to the same single handed/double handed post
offices on transfer before a break of full tenure
period.
13.
All SPM vacancies are likely to be filled up. Filling up vacancies in PA cadre
is subject to the availability of staff.

Central Trade Unions including BMS,
INTUC, AITUC, HMS, CITU, AIUTUC, TUCC, AICCTU, UTUC, LPF &
SEWA has demanded the Central
Govt. to appoint 7th Central Pay Commission
and also to raise the income tax exemption ceiling for salaried workers to five
lakhs per annum and fringe benefits like housing, medical and educational
facilities should be exempted from the income tax net in
totality. The
demand is raised in the joint memorandum submitted by the leaders of the above
Central Trade Unions to Sri. P.Chidambaram, Hon’ble Minister of Finance Govt. of
India on 03.01.2013, when they attended a meeting called by Finance Minister for
pre-budget consultations.

A
copy of RO letter no.ML/Missent/NKL HO dated 10.01.13 on the above mentioned
subject along with its enclosures are sent herewith. The Postmaster General,
Coimbatore has ordered to attach the delivery areas of Ganesapuram SO (except
Thuraiyur Road delivery area) to Namakkal HO by attaching four post of Postman
and one post of GDSPKR of Ganesapuram SO to Namakkal HO with some modification
as discussed during the meeting of AD (M&E), O/o the PMG, Western Region,
Coimbatore held on 07.01.13. GDSMD, Namakkal HO now at Ganesapuram SO will be
attached with Namakkal HO alongwith his beat. The arrangement is for 2
months w.e.f 22.01.2013 on experimental basis.
In
this connection the revised beat list of Ganesapuram SO and Namakkal HO are
enclosed herewith and the same should be followed w.e.f 22.01.2013
without any deviation and all the mails should be sorted accordingly at all the
offices and sincere efforts should be taken by all the staff to reduce the
missent articles to zero percent. The cross missent bag in respect of
unregistered articles between Namakkal HO and Ganesapuram SO vice versa, which
is being conveyed in the morning should be continued regularly. Five numbers of
“S” type chairs of Ganesapuram SO may be diverted to Namakkal HO on 21.01.2013
with intimation to this office.
The
ASP, Namakkal East, IP, Namakkal West and the IP(PG), DO, Namakkal will visit
Namakkal HO, Ganesapuram SO and Nallipalayam SO everyday for one week from
22.01.2013 and should send compliance report to this office regarding the
missent articles on each day. The Postmaster, Namakkal HO and SPM, Ganesapuram
will look into this matter personally and will arrange for smooth functioning of
delivery work as ordered by PMG w.e.f 22.01.2013 and report compliance to this
office.
